ChatGPT Ads are advertisements shown next to a conversation with the AI assistant. They are not part of the answer. Four signals together determine whether an ad is relevant: the context and intent of the conversation, the landing page, the title and ad copy and the context hints the advertiser provides. Context hints describe a situation and are not exact-match keywords. A search is a word, a conversation is a situation
Classic search ads begin with a term someone types. You pick keywords, you bid on those keywords and you write an ad to match. The entire campaign structure is built around isolated words and their variants.
A conversation with an AI assistant works differently. Someone first describes their situation, asks follow-up questions, has options lined up side by side, and only then arrives at a choice. By the time an ad can be relevant, far more is known than a single search term: the situation, the earlier questions and the direction the conversation is moving in.
That shifts the work. No longer expanding keyword lists, but describing the situations in which your offer is the right answer. And because the landing page counts as a relevance signal, that page is part of the campaign rather than the end of it.
From keyword to conversational intent
The same buying moment, two ways to approach it.
The keyword
“compare crm software”
One term, no situation. You do not know how big the company is, what went wrong with the previous system or what the budget is. The ad therefore has to stay generic.
The intent
“There are twelve of us and our current CRM is not being used by the sales team. What are some options that are easier to use and integrate with Outlook?”
Company size, the real problem, a technical requirement and an implicit preference. The message can connect to that instead of talking past it.
Our job is not to guess that conversation, but to describe your offer so that it is recognisable in exactly this situation: adoption by the team, integration with Outlook, suitable for a small sales team. That description is the starting point for the context clusters. The same pattern holds in every market:

Look at the right-hand column: those are not keywords you can buy. They are situations you can describe. That is where the difference in the work sits.
Six stages in one conversation
A conversation almost always runs through the same stages, sometimes within minutes. If you have a message for each stage, you are not talking about purchase while someone is still orienting.
For each stage we record the underlying question, the message that fits it and the page that message points to. That is the AI Intent Map, and it is useful without media budget too: the same insights feed your organic AI visibility.
Ad groups, but by situation
In a classic campaign you group keywords into ad groups. Here you group situations. A context cluster is a set of conversations that are about the same thing, with one promise, one piece of ad copy and one landing page.
The context hints you provide describe when that cluster is relevant: which topic it concerns, at which stage of the decision, and for what kind of customer. They steer how relevance is determined. They do not work like an exact-match keyword that guarantees an impression against a given term, and they do not buy you a position.
In practice that means the following. Instead of bidding on “crm software” you describe a cluster as: a small sales team that is not using the current system and needs an Outlook integration. The ad copy is about adoption, the landing page shows the integration, and the two reinforce each other as a signal.
As a result a campaign here is less a list and more a structure: a handful of well-described situations instead of hundreds of word variants.

Ads do not influence the answers ChatGPT gives
Advertising does not buy a place in the answer and changes nothing about what the assistant actually says. The ad sits beside it. Paid and organic are separate systems, each with its own mechanics and its own measurement.
If you want your brand named in the answer itself, that is organic work: content, structured data, entities and authority. That is AI Visibility (GEO/AEO). We say so explicitly, because the distinction determines what you may expect from a campaign.
Where things stand for the Netherlands
ChatGPT Ads already runs in the Netherlands. OpenAI has expanded the advertising programme to 31 European markets, the Netherlands among them. Dutch ChatGPT users are therefore already being shown ads.
What is not open yet is the self-service Ads Manager. There is no button yet for the Netherlands that lets you schedule a campaign independently; it is listed as Coming Soon. Advertising here currently runs through the OpenAI Ads Solutions team, through agency partners or through technology partners. That is the route we investigate per client.
What we do now is the preparation, and that is not a holding pattern. Intent research, context clusters, ad copy, creatives, landing pages and measurement take weeks and make up the bulk of the work. They also directly improve your organic visibility and your conversion, regardless of when the advertising market opens.
As soon as access becomes available for your market and your account, we guide the activation: setting up campaign structure, determining budget and bidding strategy, and measuring and adjusting through the first weeks. We check the status per client and per market before any budget is planned, and we do not promise a date that is not ours to give.

A campaign is not the same as visibility
Tools are arriving that build and manage your ChatGPT campaign automatically. That works, and for anyone who simply wants to switch on an advertising channel it is a perfectly good route. But an ad places you beside the answer. The answer itself remains untouched.
When an AI assistant names three providers and a single ad sits alongside, you want to appear in both. That takes two different kinds of work: a campaign structure for the paid side, and content, structured data, entities and authority for the organic side.
